1. SYSTEM REQUIREMENTS

To access the SmartLicence Web Site:

  • The minimum recommended browsers are Microsoft Internet Explorer 5.0, or Netscape 6.0
  • Cookies must be enabled in the web browser. Go to the ‘Options’ menu of your browser and select "Enable Cookies"

To utilise the Department of Tourism, Regional Development and Industry’s SmartSite:

  • The minimum recommended browsers are Microsoft Internet Explorer 4.0, or Netscape 6.0 (Netscape 4.0 is not supported); Opera 6 (or any other browser that supports Javascript 1.3)
  • Javascript must be enabled
  • Cookies must be enabled

To make a payment via the SmartLicence Web Site:

  • You must have SSL encryption installed and have JavaScript enabled in the web browser. You will find these options in the ‘Advanced’ tab of your browser options.

2. SmartLicence ON LINE FUNCTIONS

2.1 Functions

  • diagnose your business licensing requirements to assist you establish a new business
  • identify additional licensing requirements for your existing business as a result of a business life event eg. employing staff for the first time, changing the structure of the business etc.
  • obtain a specific licence through a single licence search
  • view and print details of Local, Queensland and Commonwealth licences
  • manage your list of licences by performing multiple searches and/or removing items from your list
  • apply and pay online for key Government business licences
  • view your history of online transactions.

2.2 Navigation

SmartLicence On Line provides a standard set of navigation tabs which are your keys to moving around the system. These tabs are:

  • Signed In/LoggedOut allows you to sign in or log out of the site
  • Search allows you to commence any search function
  • My Profile allows you to update your details which will be used to prefill your application forms
  • My Workspace allows you to manage your licences ie add, remove, pay
  • Further Assistance provides contact information for SmartLicence
  • On Line Tutor answers any questions relating to the operation of SmartLicence On Line.

2.3 Security and Users - SmartSite Log in

Access to functions within the SmartLicence web site is via the Department of Tourism, Regional Development and Industry SmartSite user Sign In and authentication. Clients registering with SmartSite are provided with a password to Sign In. This Sign In authenticates clients and allows their details to be prefilled into application forms. (pre filling: automatically transposes common information across licence applications, removing the need for you to repeat information across a number of forms.)

Users entering the site are categorised as either:

  • Logged Out. You are able to conduct searches but are unable to apply or pay for licences online.
  • Signed In. You are able to complete searches, apply and pay for applications, as well as view a history of those applications previously submitted on line through the site.

The payment service offered through this website utilises 128 bit encryption for transfer of your details to the Commonwealth Bank Nobil Payment Gateway. The Department of Tourism, Regional Development and Industry does not retain or store your credit card details - you provide these directly to the Commonwealth Bank.

2.4 Using SmartLicence On Line


2.4.1 ‘Signed In/Logged Out’ - How are my forms prefilled?

The first tab on the toolbar identifies whether you are Signed In to or Logged Out of the site.

  • Logged Out - perform searches and view licence information;
  • Signed In - search, apply for, renew, and pay on-line for business licences, maintain a shopping-cart of licences and view a history of completed on line applications.

If you are not signed in and attempt to make an application or payment you are prompted to Sign In.

To Sign In you need to be registered with SmartSite. If you are not a registered SmartSite User, click the Sign In tab to link to the SmartSite Sign In page. Click on "If you do not yet have a FREE SmartSite account, please click here to create one." Click on the type of account you wish to create. You will be asked to provide your personal details. This creates your client profile which is used to prefill forms that you apply and pay for on-line. You will be registered upon completion of all the mandatory fields. The system allocates a user password which is emailed to the email address you provided. You can now Sign In.

Results of searches conducted prior to Signing In will still be available after Sign In but ONLY IF the Sign In is completed within the same browser session (ie. if the Registration / Sign In is completed without closing the browser that was being used to perform the searches or without disconnecting from the internet).

2.4.2 ‘My Profile’ - The details in my application form are incorrect

Your personal details that are used to prefill application forms are retrieved from your SmartSite profile. Once you have Signed In you can update your contact details. Click on the My Profile tab in the navigation bar on all SmartLicence On Line pages. This link opens the Client Profile Edit page and displays your profile details. If you change your email address, your password will be changed and emailed to your new address. You will then need to Sign In to the system again utilising the new password.

2.4.3 ‘Search’ - How do I know which licences I require?

Click on the Search tab in the navigation bar on any SmartLicence web page. This will take you to the Licence Search page. Select one of 3 search mechanism to provide you with a list of possible licensing requirements. Alternatively, you can select one of the three search options from the "mouseover" drop down list which appears when the mouse cursor is positioned over the Search tab.

2.4.3.1 ‘Starting Your Business’ Search

Starting Your Business provides you with a complete diagnosis of your business licensing requirements. Click on Starting Your Business to commence a question and answer session. If your business type is not listed in the drop down list, use the link provided to complete the Business Licensing Information Request Form and click 'Submit Comments' to send the form to SmartLicence staff. They will either send you a package of information or contact you for further information.

Do not use the back button on the browser when completing the question and answer process. If you make a mistake, click on the Search tab at the top of the page and commence the search again. By hovering your mouse over any highlighted and underlined text in questions, a pop up window will appear providing further information about the term highlighted. Once you have completed all of the questions, the My Workspace page will automatically open. This page will contain a list of suggested licences which may be relevant to your business. Click on the links for information related to these licences.

2.4.3.2 ‘Expanding or growing your Business’ Search

Expanding or Growing Your Business offers a series of business life events that may relate to your situation. You can choose multiple life events from this page by pressing the 'CTRL' key and clicking on each individual item, or use the 'SHIFT' key and click down to select a range.

Do not use the back button on the browser when completing the question and answer process.. If you make a mistake, click on the Search tab at the top of the page and commence the search again. By hovering your mouse over any highlighted and underlined text in questions, a pop up window will appear providing further information about the term highlighted. Once you have completed all of the questions, the My Workspace page will automatically open. This page will contain a list of suggested licences which may be relevant to your business. Click on the links for information related to these licences.

2.4.3.3 ‘Single Licence’ Search

Enter one or more words from the licence title in the search field or select a single keyword from the drop down list. Multiple word searches will be treated as an ‘AND’ search. Selecting a keyword from the dropdown list will identify licences linked to those keywords.

To ensure that the licences applicable only to the Local Council area of operation of your business are returned, select the council name from the drop down list. Note: If you do not choose a local council you will be provided with every application form for your business type for all the councils across Queensland.

Once the desired criteria has been entered, click the Search button. The results of your search will be listed.

If you are satisfied that you have the correct licence application add it to the Results List in My Workspace, by clicking the Add button. Once the licence has been added to your Results List, the Add button will change to Added to your List. To access the licences that you have added to your Results List, click on the My Workspace tab in the toolbar.

2.4.4 ‘My Workspace’

My Workspace allows you to manage your licence requirements. From My Workspace page you can view, apply for and purchase licences.

Open the My Workspace page by clicking the tab at the top of any of the SmartLicence web pages. The My Workspace page will also automatically appear at the completion of the Starting Your Business or Expanding or Growing Your Business searches and contains the following folders:

  • Results List - View and modify the list of licences selected from your searches
  • Payments Pending - View and select those completed applications you wish to pay
  • History - View your history of previous application orders completed on line

2.4.5 ‘My Workspace - Results List’ - How do I know which licences I require?

View and modify your list of licences, by clicking on the Results List tab in the My Workspace page.

View information about a licence by clicking on the licence title. This will take you to the Licence Summary page where you can access additional information about the licence application.

To remove any of the licence applications from your Results List, tick their checkboxes and click Remove.

2.4.6 ‘Licence Summary’ - How do I apply for a licence?

The Licence Summary page provides, where applicable:

  • Details of licence number, SmartLicence (title used by SmartLicence staff) and Agency titles (title used by agency staff)
  • Links to information to access the relevance of the licence to your business
  • Links to view, print or complete application forms
  • Ability to apply for selected licences on-line

Click the link under Do I Need This? to obtain information related to pre requisites and fees where available.

Click the link under Additional Information, where available, for further information relating to the licences.

Where application forms are available you may be offered any of the following methods to apply:

  • Complete application electronically: Click on the Apply button next to any of the listed Application Forms to view the form in a separate window. If the form can be lodged electronically, a ‘submit’ button will appear at the bottom of the last page of the form. Where you cannot lodge the form electronically, only the ‘print’ button will appear
  • Complete application manually: Click on the View button to obtain a .pdf version of the form in a separate window.

Forms available under the Apply button utilise personal information from your Smartsite profile to pre-fill fields on the form. You can also type directly into these forms. Follow the instructions to modify any existing information, and complete the form. Once the submitted form has been saved, the browser window containing the form will close and return to the original Licence Summary page.

Once you have completed applying for all your licences go to the Payment Pending tab to pay on line for your applications - see section 2.7.2. Applications submitted on line which do not require payment can be viewed via the History tab in My Workspace - see section 2.4.8.

2.4.7 ‘My Workspace - Payments Pending’ - How do I pay for my licences?

SmartLicence provides a purchase option which allows clients to pay on line by credit card, via the Commonwealth Bank’s Internet Payment Service.

View a list of your completed on line applications which require payment by clicking on the Payment Pending tab in the My Workspace page. You will need to pay for these licences before they are forwarded to the relevant department for processing.

Select the applications you wish to pay for by ticking the checkbox beside each application and click Purchase. An Invoice page opens.

Confirm the list contains those applications to be paid for and, when all is satisfactory, click the Pay Now button. Verify that the details are correct. If the details are not correct, click on the link provided to correct these details.

At this point, you are transferred to the Commonwealth Bank’s Internet Payment Service. Enter your credit card details and any other requested information. This information is entered directly into the Commonwealth Bank’s Internet Payment Service to provide additional security to the transaction. Confirm the information you have entered is correct and click Submit.

If payment is successful, a new page will open and display a message to indicate success. The Bank will also send an email to you and to SmartLicence confirming the transaction. You may print this page for your records. Do NOT close this window - to return to the History page in My Workspace click the OK button, when it appears on this page. For each application, an email notification is sent to the agency directly responsible for processing each of your applications. (Please note that your details are NOT emailed - these are supplied through a secure link.)

Where payment is refused, a new page will open and display a message to indicate failure. Click the OK button in this page to return to the My Workspace - Invoice page in the SmartLicence web site. You can make a further attempt to pay or you may quit the system.

2.4.7.1 Expired licence applications - I’ve completed an application but it has disappeared

On line applications which require a payment and have not been paid are stored in the Payments Pending tab. These applications will be stored for 72 hours enabling you to return to the site and pay at a later date. However, as licence application forms and fees change from time to time, licences which are not paid for within this period will expire. Applications which have expired will be displayed in the Payments Pending tab with an explanatory note to this effect. Click on the link provided from this page to reapply for the licence and make any necessary payments.

2.4.8 ‘My Workspace - History’ - What licences have I applied for?

You must be Signed In to access your on line transaction history.

Click on My Workspace and then the History tab to view a list of licence applications which have been submitted and/or paid for on line. History may be sorted by any of the columns by clicking on the column header.

2.5 Processing your applications - What next?

When you submit your application on line, SmartLicence advises the responsible licensing agency that the information is available through a secure environment. Once the agency has assessed and/or processed your application, they will contact you directly.

For further assistance, select the Further Assistance tab in the Navigation bar. If you telephone for assistance, SmartLicence staff will ask for your details and your account to identify the stage you are at to assist in answering your enquiries.
